The cost of the legislation speaks to how much has changed since the days when Congress passed the “federal highway bill” every three to five years in a bipartisan manner. Federal highway bills of the past stuck to building and repairing roads, and everyone applauded.

Taxes. Traditionally, highway users paid for roads through state and federal fuel taxes, registration fees, the federal highway user tax, and excise taxes on lubricants and new vehicles. However, fans can not place a module below a module that is already active (blue), which means that a Core needs to be built from the bottom up.

Doing this requires that the modules be moved back and forth across the Cores until the stack is rebuilt in Memory Core 2 or 3. To note, it is possible to bypass this puzzle completely by spending 100 omni-gels, which can be obtained by breaking down things like armor and weapons in Mass Effect. Players are presented with this option as soon as they interact with the Memory Core, and it certainly expedites this section considerably.
